Sir,

I have the honour to request that Your Excel- -lency will be good enough to lay my name before the Secretary of State as a candidate for the Chief Judicial Commissionership of the Federated Malay States in the event of a vacancy which I am informed is likely to occur soon.

I attach a record of my services which shows that I nave had seven years service in the Straits Settlements, and fifteen in this Colony, and that I have passed in three dialects of Chinese. I have acted for 9 months as Attorney- -General and for 12 months as Fuisne Judge in Hongkong, and I re-

-ceived the substantive appointment of Puisno Judge in March, 1909. I acted as Chief Justice of the Colony for two months in 1911.

Sir Frederick Lugard was pleased to express

his approval of my services as a Judge in a despatch written short-

1896 12 -ly before his departure, on the subject of the Attorney-General-

-ship: to which perhaps Your Excellency would refer.

Sir Frederick would I believe be willing to

support my application for promotion if reference were made to him for his opinion by the Secretary of State.
